Can Garment Bags be Carried on Delta Air?

Are passengers allowed to bring a garment bag to store dresses/etc on board a Delta Airlines plane as a carry-on bag?

1. From their website: "Counter agents will encourage passengers to check large garment bags (those with more than two or three suits or the equivalent). Otherwise garment bags may be carried aboard any aircraft until such time as stowage space is filled to capacity. Once the number of garment bags reaches the capacity of the coat closet and no other approved stowage space or overhead bin is available the gate agent or flight attendant must advise remaining passengers that their garment bags must be checked. "
